In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.General Position Summary:Working in the Finance Department under the direction of the Finance Manager, the Senior Finance Officer will ensure the accuracy and completeness of Mercy Corps accounting records and will have primary responsibility for managing the monthly accounting cycle.Essential ResponsibilitiesSafeguarding Responsibilities
- Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.

- Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.
- Enter, post and maintain filing of monthly journal entries
- Assist in the review of monthly BVA reports and pipelines, participating in BVA meetings.
- Assist/Support the development of budgeting and budget planning processes, including development of internal budgeting guidelines, templates and tools for annual budgeting, grant proposal development and budget modifications.
- Assist with the maintenance of country master budget, regularly analyze country cost coverage for gaps and provide sustainability analysis and recommendations to the Grants & Budgets Finance Manager.
- Prepare monthly, quarterly and annual reports to donors and internal users.
- Review General Ledger and sub journals for correctness and compliance and providing necessary information for corrections.
- Review the transaction list to ensure accuracy of account coding and submit a reclassification list, if necessary, to correct any discrepancies.
- Provide finance review according to the Field Finance manual and local policies.
- Prepare monthly cash flow forecasting.
- Monitor cash and bank balances and coordinate monthly cash flow requests from sub-offices; prepare consolidated country cash flow requests to HQ.
- Assist the Finance Manager in responding to audit inquiries.
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
- Ensure compliance with security procedures and policies as determined by country leadership.

- Four or more years of general ledger accounting experience is required.
- A university degree in accounting is required.
- Two years’ experience in the Finance Department of an international NGO is preferred.
- Demonstrated competency with computerized general ledger software.
- Advanced computer skills in MS Office programs, particularly Excel.
- Prior management experience and strong organizational skills.
- Excellent oral and written English skills.
