- Support the Country Director in the management of the Country Programme, and participate in senior management meetings and strategic decision making;
- Lead the programme quality management and coordination, and revisions of the Country Strategy;
- Ensure that the overall programme quality is designed, managed and implemented in conformity to CP strategy, People in Need’s policies, Relief and Development Department (RDD) strategy and guidelines and appropriate to programme needs;
- Support the development of an organizational culture that reflects PIN’s values, promotes accountability, safeguarding, and high performance. Encourage a team culture of learning, creativity and innovation, and frees up people to deliver outstanding.
- Ensure effective quality management of PIN’s programme through line management of the Grants & Reporting, MEAL, Technical leads, oversight of key processes and indicators, and reporting (internal and external);
- Ensure that projects meet high quality standards in terms of design, implementation and MEAL through supporting proper Project Cycle Management;
- Ensure humanitarian principles, Conflict Sensitivity, Gender, Protection and other cross-cutting themes as relevant are mainstreamed, safeguarding integrated, and the programme strategic plans are followed;
- Ensure timely access to HQ Knowledge and Learning Department Advisors’ support and involve new expertise as required to support projects’ implementation;
- Ensure that the Grants and Reporting Department maintains an adequate system and good practices for tracking grant management performance, for donor liaison, and for contributions to audits; all with due respect of compliance requirements, high quality programmatic standards, and data protection requirements;
- Validate timely and high-quality reporting to donors and HQ;
- Ensure that the MEAL Department maintains an adequate monitoring, evaluation, accountability and learning system and good practices to measure achievement and progress towards programme goals and to validate Lessons Learned of projects; all with due respect of high-quality programmatic standards, and data protection requirements;
- Ensure that the Recovery and Resilience Unit leads the development and execution of the resilience and recovery programme in line with Country Programme Strategy.
- Initiate or contribute to new partnership development through strategic guidance and oversight of the process of partnership development, with due guidance on INGO approaches to supporting local civil society as well as humanitarian principles;
- Oversee the overall funding processes to develop the programme portfolio in line with Country Programme strategy. This includes providing strategic guidance and inputs for developing funding strategies in line with the programme goals; review and update programme strategies as necessary; and support with drafting of concept notes for proactive, unsolicited applications to donors;
- Through the supervision of the Head of Grants and Reporting, ensure the principled and streamlined process of proposal development, through early identification of funding opportunities, transparent Go-No Go decision-making with management team, proposal development coordination; documentation and lessons learned of proposal development processes;
- Within the framework of the proposal development process coordinated by the Head of Grants and Reporting, actively contribute strategic guidance and content into new proposals, collaboratively working with the Programme Implementation Director, Area Managers, Recovery and Resilience Director, Consortia Managers/Heads, Technical Advisors, MEAL, other relevant departments, and partners, with due guidance on Conflict Sensitivity, Gender and Protection mainstreaming (and other cross-cutting issues as appropriate).
- Contribute to sharing of experiences, lessons learned, and good practice across sites and from other PIN country programs and promotion of learning from relevant best practices internally and externally;
- Contribute to information flows to and from field sites, including updates into and from Cluster, Coordination and other relevant meetings;
- Ensure that all official program documentation is properly stored and available for the future.
- Ensure a smooth coordination and communication among the program staff and between the program and support staff;
- Ensure a collaborative work between the different program’s units.
- In cooperation with the CD, PID and Senior Management Team as appropriate, ensure the sound development of the Programme Quality Department structure and staffing in view of the programme strategy and portfolio development, including both maintaining capacity as appropriate for the response;
- Directly manage a diversified pool of national and international staff; ensure solid performance management and recommendations for capacity building;
- Lead the recruitment of key programme quality staff as line manager, and validate other recruitments of programme staff with due respect of high quality standards and fair and unbiased procedures;
- Ensure team collaborative work and exchange of experience across the Programme structure; directly facilitate team work among line-managed staff and units, and recommend and ensure that team work and integrated approaches are streamlined in different levels and with other units.
- Support the CD to ensure that PIN is well represented and visible in the donor community, among key stakeholders and partners, and within coordination fora, delegating as appropriate to other programme staff;
- Help establish, maintain, and improve active and regular working relationships with local authorities, donors, partner agencies including major institutional donors, local and international NGO, and other actors of the local civil society;
- In cooperation with and support to Communication and Advocacy team, engage in advocacy and policy dialogues where appropriate, ensuring PIN represents the needs of local communities and based on its field experience in order to campaign for needed system change and donor commitments;
- Minimum of 4 - 5 years of experience in managing/coordinating humanitarian projects;
- Bachelor’s degree in a field relevant to humanitarian or development management, a related postgraduate qualification preferred;
- Experience in coordinating projects with multiple stakeholders or working within the humanitarian coordination system;
- Proven relationship and partnership management capacity, and experience working and communicating across organizations;
- Have proven capacity with strategic planning; developing programmatic, MEAL, technical and organizational strategies; responsibility for key program quality processes, donor engagement, proposal development;
- Leadership skills to represent PIN values;
- Flexibility;
- Quality oriented;
- Familiarity with NGO working environments and standard procedures;
- Advocacy/policy experience a plus;
- Experience in a conflict/post-conflict environment a plus;
- Fluent in English; Ukrainian is a plus;
- Strong oral and written communication skills.
