Working across all of Ukraine, including hard-to-reach areas, its research supports and facilitates both emergency response efforts, as well as more long-term oriented resilience and recovery activities.Working under IMPACT's REACH Initiative, the Assessment Officer will responsible for assessment preparation and planning (contributing to research design and crafting the data collection tools), research cycle management and coordination of data collection activities, data analysis (incl. quantitative and qualitative data), producing outputs such as briefings and reports, and stakeholder engagement across all stages of the research cycle, from design through analysis and dissemination (including presenting results to stakeholders and conducting lessons learned sessions).The Assessment Officer will be based within IMPACT Ukraine's Resilience and Early Recovery Unit (RERU). This team conducts comprehensive assessments aimed at evaluating the resilience of Ukrainian communities amidst the challenges posed by the ongoing conflict. These assessments delve into the communities' capacity to withstand, adapt to, and recover from the impacts of the war. By fostering self-reliance and informing long-term development strategies, RERU endeavors to empower conflict-affected communities.Within RERU, the Assessment Officer will focus their work on a study exploring challenges and opportunities demobilized veterans face as they re-enter the labour force. It will explore the interconnected ecosystem of labour markets, services, and policies in a selected location, focusing on both supply-side and demand-side dynamics. A strong focus will be placed on identifying how businesses can better support veterans' long-term workplace integration and examine the role of key services in ensuring sustainable reintegration efforts. Insights from the assessment will inform best practices and effective programming for veterans' employment as well as ensuring humanitarian programming is inclusive of veterans, their families, and families of the fallen. Deep and prolonged engagement with relevant stakeholders-such as veterans' organisations, civil society, local and national government, and international actors-will be critical to the assessment's success.FUNCTIONSThe Assessment Officer will be responsible for the following tasks:1. Assessment preparation and planning
  • Conducting secondary data and literature review of English, Ukrainian and Russian language sources.
  • Liaising with local authorities to obtain relevant secondary data.
  • Drafting research design plans, including data collection tools (questionnaires) and data analysis plans in line with REACH tools and templates.
  • Adjusting research design based on inputs from IMPACT HQ, ACTED and development partners.
  • Consulting internal stakeholders to ensure that the data collection tools are of a high quality and field-ready.
  • Maintaining preparation and planning documentation, ensuring strict version control.
  • Either translating the questionnaires or checking the translated version for accuracy.
2. Research cycle management and coordination of data collection activities
  • Coordinating, with the support of the field manager and field team leaders, the data collection (incl. household surveys and key informant interviews).
  • Preparing materials for enumerator and team leader training sessions, aimed at preparing the field team for effective data collection).
  • Monitoring and adjusting data collection strategies and tools based on feedback from the Field team. Ensuring overall high quality of data and adherence to standard ACTED processes.
  • Providing regular updates on the status of the research cycle.
3. Output production
  • Conducting analysis of primary data and secondary data (including quantitative and qualitative data). Liaising with the GIS and data teams in the production or adjusting the data analysis tools.
  • Providing suggestions in terms of data visualization and data communication. Drafting presentations and other products (e.g., reports, factsheets) on assessments results. Assisting in the planning of - and participating in - dissemination events (e.g., presenting the findings to the donors, partners, and other humanitarian stakeholders).
  • Ensuring tracking of all feedback provided on products. Maintaining a log of lessons learned and best practices.
4. Assessment follow-up
  • Supporting close compliance to M&E procedures of ACTED. Ensuring tracking of feedback provided on products. Maintaining a log of lessons learned.
  • Presenting the findings of research cycles and assessments in various stakeholder forums, including with government and other humanitarian partners.
QUALIFICATIONSEducationUniversity level education in economics, econometrics, political economy, research or relevant fieldTechnical requirements:
  • At least 2 years of progressively responsible experience in data collection and/or report writing and or drafting of analytical products
  • At least 1 year of experience in working with local authorities and NGOs in humanitarian/development context
  • Excellent communication and presentation skills
  • Strong skills in Microsoft Office suite including Excel and Power Point skills
  • Understanding of the research process and principles and familiarity with structures of datasets and frequency tables
  • Previous experience in managing complex professional relationships
  • Fluency in Ukrainian and Russian
  • Good command of English (at least Intermediate level B2)
  • Prior professional experience with Adobe products (InDesign in particular) preferred
